I have found lots of Windows 10 machines that won't run various applications after upgrading from Windows 7 or 8.1 (Windows 10 is much happier as a clean install from what I've seen...).

The fix is usually to run sfc /scannow from an admin command prompt.
I see it so often that I usually run that as a matter of course now on machines that have upgraded to 10...

the Laptop was done as an upgrade from 7 to 10.

once i had plugged in the serial to usb adapter and waited for 'it to do its thing' (driver install) i had no issues.

i will be properly writing up a guide ASAP.

I can see the usb adapter and can run the lapcounter1 program and select the com port ok
It sees the first tag then crashes
I think somewhere during the upgrade sqlexpress has got screwed up
